Victimes de harcèlement et de violences en raison de leur orientation sexuelle, cinq réfugiés LGBT ont été déplacés d’un centre d’hébergement à Amsterdam, rapporte le quotidien néerlandais « Het Parool », leur sécurité n’étant plus « assurée », selon un porte-parole de l’Armée du Salut, qui gère les structures d’accueil dans la capitale.
Originaires de Syrie, d’Iran et d’Irak, ces cinq hommes « n’osaient pratiquement jamais sortir de leur chambre », a déclaré Philip Tijsma, militant de l’association de défense des droits des minorités sexuelles COC Nederland. L’organisation a d’ailleurs adressé en octobre dernier, après l’agression de deux réfugiés dans un centre du quartier « Zuidoost », une lettre au secrétaire d’Etat néerlandais chargé de la Sécurité et de la Justice, Klaas Dijkhoff, pour l’alerter sur la multiplication de ces incidents dans les refuges. Mais il a rejeté cette proposition de « foyers réservés », considérant que la mesure serait d’autant plus « stigmatisante ».
Une décision dont semble pourtant vouloir se démarquer la municipalité d’Amsterdam, qui vient de reloger quatre autres requérants homosexuels ce week-end dans une maison séparée et sous la supervision de Safe Haven, un organisme qui assure suivi et soutien aux personnes LGBT, « extrêmement vulnérables », comme l’a rappelé Simone Kukenheim, en charge de la diversité à la Ville. Elle œuvre à l’aménagement d’un centre dédié, qui devrait-être opérationnel rapidement.
Rappelons que ces demandeurs d’asile sont en quête de protection. Ils ont vécu persécutés, dans des pays où l’homosexualité est interdite. Et si beaucoup n’ont pas eu le luxe de s’affirmer, quand ils arrivent en Europe, « je pense qu’il est crucial qu’ils aient un environnement sûr afin de se remettre et de recevoir des soins », a t-elle ajouté.

In October gay interest group COC wrote a letter to State Secretary Klaas Dijkhoff of Security and Justice reporting the number of incidents in asylum shelters in which gay asylum seekers are harassed and threatened because of their sexual orientation. According to the COC, the actual number of incidents could be much higher because many gay refugees are too afraid to report what happened or do not know how to go about it. Dijkhoff rejected the idea of a separate shelter for LGBT refugees, calling it “stigmatizing”. Earlier this fall, two other asylum seekers were rehoused after being harassed at a refugee center in the southeast neighborhood of Zuidoost.
According to Het Parool, Amsterdam decided to go against Dijkhoff’s decision following a number of such incidents. The Salvation Army and a housing association teamed up and found a separate shelter for five gay refugees, men from Syria, Iraq and Iran. This weekend another four refugees will be moved into a separate house. This group is under the supervision of Safe Haven, an organization that offers guidance to gay people with a multicultural background.
“LGBT people are extra vulnerable and I consider it crucial that they have a safe environment to recover and receive care,” said alderman Simone Kukenheim. She is investigating how safe shelter for LGBT refugees can be structurally arranged. According to her, it should be made absolutely clear that all LGBT people, including refugees, are fully accepted in the Netherlands.
